.vtf compression problem

So I've recently run in to a problem with compressing/saving .vtf files.
No matter which way I'm trying to save the texture it ALWAYS end up being compressed, which leads to artifacs and other bad stuff.
I've tried compiling texxtures with paint.net and vtex, both DXT5 and uncompressed - both options gave the same result - compression.

Now, I'm running 64bit win7 , the reason why I'm mentioning this, is because while I was using 32bit it gave no errors and artifacts, any help would be much appreciated.

I have encountered similar problems with .dds files, mainly when re-compressing which I now know is something that should be avoided.
My behind is behind me, always watching.

I'm not recompressing the files, I'm using vector versions of HUD and converting them to .vft
