They should, as long as they don't use SMOD specific commands.

So, tommorow I will be releasing a project based on early SMOD3 code known as Intellectual Techno Hell.

Basically a seperate project from SMOD3, but it has the features from the current build of it.

Hey Bitl I have a question, I know it sounds stupid but
SMOD3 will be open source? Why am I doing a mod that recreating the SMOD for MP

Here's a update for SMOD3:

The main reason why SMOD3 is taking so long to develop is mainly because of my other projects and SMOD13. I'm not sure if I should continue development or share the source code with SMOD13 and continue work on FIREFIGHT RELOADED's MOMENTUM update, RBXLegacy, and my big unannounced game project. I've been quite busy with life and although I don't want to stop working on SMOD3 I want to contribute to SMOD13 in some way, shape, or form.

If I stop developing for SMOD3, I will release the source code for ITH and SMOD3 on Github and the latest build will be released with everything configured properly. I'm not saying the mod's dead, i'm saying the mod's in a coma due to SMOD13's announcement. Hell, I might consider giving them rights to the SMOD3 name.

I will share my decision later.

I would say you move your efforts and what can be transferred to smod13. It's better to funnel all efforts into one project instead of two with roughly the same base idea.
